The correct answer is (b) Porter

Easy explanation: For a porter governor it is impossible to have the two balls moving at the same speed, thus the range cannot be 0 which makes it impossible to be an isochronous governor. Since sensitiveness is 0, therefore range is 0 hence the governor cannot be porter.
