The correct option is (a) the ratio H/Hd is more than 1.33

For explanation I would say: The velocity of approach has been found to have a negligible effect upon discharge when the height of the weir is more than 1.33 times the design head. When this ratio is less than 1.33 as in low spillways, the velocity is having an appreciable effect.
