Right choice is (a) True

To explain I would say: The jacketed vessel is more stable than the non-jacketed vessel as the jacketed vessel is designed such that it controls the temperature of its contents by using a heating or cooling jacket in the vessel. However, jacketed vessels are much costlier than non-jacketed vessels.
