What type of roads is provided for inspection purposes?

I have been asked this question during an interview.

My doubt stems from Cross-Section of an Irrigation Canal in portion Sediment Transport and Irrigation Channels Design of Irrigation Engineering

Right choice is (c) Service Roads

To explain I would say: For inspection purposes of the canal, service roads are provided and they even serve as a means of communication in remote areas. Depending upon the size of the canal these roads are provided at a height of 0.4 m to 1 m above the fixed surface level.
