Right option is (a) True

The best I can explain: Generally groynes are used for purposes like, protecting the bank, contracting a river channel to improve its depth, silting up the area by creating sack flow, and training the river along a certain course. So, therefore a groyne can be used with other training measures depending upon the purposes.
