I got this question by my school principal while I was bunking the class.

Correct choice is (b) Curve represents stable governor

For explanation: In the given figure, the straight line is below the axis representing the controlling force thus following a relation

Fc = ar – b. Since there is a negative constant it represents a stable governor.
