When a state of equilibrium is reached under the footing?

This question was addressed to me by my school teacher while I was bunking the class.

My query is from Minimum Depth of Foundation: Rankine’s Analysis in portion Bearing Capacity of Geotechnical Engineering II

Right choice is (a) Load on footing increase

To explain I would say: When the load on footing increases, and approaches a value qf, a state of plastic equilibrium is reached under the footing.
