The maximum runoff occurs when the duration of storm equals the time of concentration.

The question was posed to me in unit test.

My query is from Rational Method topic in chapter Water Supply for Building, Collection and Conveyance of Sewage, Waste Water Flow Rate of Environmental Engineering

Right option is (a) True

Easy explanation: It is because if duration of storm is shorter than time of concentration, then whole catchment will not be the contributing water, resulting in lesser runoff  whereas if duration of storm exceeds the time of concentration, then rainfall intensity will be less, resulting in lesser runoff.
