Easy explanation: Animal waste is a type of biomedical waste that contains animal tissue and organs and it is not safe for contamination with other wastes as they are infectious. Tarry residue, oily sludge, are hazardous waste of petrochemical processes which should be handled correctly and disposed of carefully without causing any damage to the environment, but it certainly is not infectious.
