Right answer is (a) True

For explanation I would say: The watering stops before harvesting and base period is the time elapsed between first watering and the last watering till the crop matures. The total water requirement for the maturing process of the crop is non-uniform in the entire span which is also the crop period. Hence, both are assumed to be the same.
