How do degree of saturation effect permeability of soil?

(a) By reducing the pore size

(b) By entrapping air in the voids

The question was posed to me by my school teacher while I was bunking the class.

Right choice is (b) By entrapping air in the voids

For explanation I would say: By entrapping the air in the voids present in the soil, the permeability is greatly reduced, thus reducing the degree of saturation.
