The question is from Gravity Dam Design topic in chapter Gravity Dam Design and Construction of Irrigation Engineering

Right choice is (b) downward direction

The explanation: When the vertical acceleration is acting downward the foundation try to move downward away from the dam body. This reduces the effective weight and the stability of the dam. It is the worst case for design.
