I had been asked this question during an interview.

Correct option is (d) Malting

For explanation I would say: Malting is a process in which the grain germinated is further dried, so it doesn’t involve any waste water, Brewing, Fermentation and Packaging steps involve a lot of waste water being generated in each step.
