This is a very interesting question from Rotterdam Convention in portion International Conventions of Hazardous Waste Management

Correct option is (a) UNEP and FAO

The best I can explain: The convention was built on the voluntary PIC procedure, initiated by UNEP (United Nations Environment Programme) and FAO (Food and Agriculture Organisation of US) in 1989 and ceased on 24 February 2006.
