Void ratio is the ratio of _____

The correct answer is (b) volume of voids to volume of solids

For explanation I would say: The volume of voids to the volume of solids is void ratio. The volume of voids to total volume is porosity. The volume of voids includes the volume of air voids as well as the volume of water present.
